Special Report breakdown
 
Incursions
Story and Background
  • Falcon Lost will be the first Incursion
  • It takes place in a Water Treatment Plant and is a LMB Stronghold, because that is not really something that you bomb, when you want to take back New York
  • Captain Perez reassembles the LMB to keep control and now it is our job to stop the rest of the LMB
  • Multiple voice-overs and discussions that will be different each time

Tactics:
  • You won´t be able to camp in Falcon Lost
  • There will be new enemies: Drones – they will flush you out of cover and need to be shot down
  • You really need a good group and tactics, will be very difficult with PUGs
  • It is not only about gear but also a lot about player skills
  • You need synergy between playstyles

Matchmaking
  • Matchmaking is confirmed for Incursions. There is a Gear-Score recommendation for hard-mode and for Challenge Mode, you won´t be matched with players that are below a specific score.

Checkpoints
  • No checkpoints in Incursions, when you die you have to start over

Weekly lockouts?
  • No weekly lookout for incursions you can play them as many times as you want.
  • The first time in the week you will get a very good reward, and after that you will get good rewards

Future Incursions
  • More Incursions are planed (Columbus Circle is already confirmed for the Conflict update in May)
  • Future incursions will have different mechanics

Rewards
  • Best/new gear and weapons than everywhere in the game (also new named weapons)
  • Gear-Set-items

Difficulty
  • The Difficulty of the Incursions is very high, because it needs group coordination, tactics and also good gear to beat the Incursion
  • Incursions have two difficulties
  • Hard Mode that will require the equivalent of the current level 31 high end gear
  • Challenge Mode that will require the new gear-sets
  • The devs could beat the hard mode, so they made it more difficult. The QC players needed days to beat the Challenge Mode Incursion.

Trading
  • Player can drop items to give it to the other players in the group that were present as you got the item
    Restrictions:
  • Dark Zone you have to go to a Checkpoints to trade the item (safe area)
  • Dropped loot can be picked up by all players in the group
  • Items can be dropped and traded multiple times in the 2h window after pickup

New Feature: Assignments
  • There will be weekly and daily assignments
  • You can earn Phoenix Credits and Division Tech
  • Good rewards in general
  • Example: killing 10 Cleaners

New Dark Zone Activities
  • Supply Drops
  • Drop from the sky that happens every hour on different locations and have very good rewards
  • Only the first group that gets there will get the reward.
  • Supply Drops are protected by hard enemies
  • When you get the supply drop, you don´t have to extract them.
  • In general, they will add new activities in every future update

Dead-Cam
  • When you die during a group-mission, you can follow other teammates
  • You can switch between your teammates, look around and help them until you are revived

Gear-Sets
  • There are 4 gear sets
  • Finding and equipping four pieces from a single set unlocks a new, never-before-seen talent for your Agent, which the developers aren’t revealing yet.
  • You will also get a setbonus when you have a specific number of set-pieces equipped
  • Gear sets will have other talents than what we already have
  • Different gearsets per playstyle
  • Are more powerful than High-Ends gear pieces – but you have to equip a multiple number of items to get the buff – but gear sets don´t have gear talents
  • Help a lot in the group synergy when players of the group have different sets

Sentry’s Call
This is the Snipers Gear set

Striker’s Battle Gear
Combat Assault set

Path of the Nomad
Dark Zone / Solo oriented set (very vague)

Technician’s Authority
Support and Tech-Bonus

You can get Gear Sets from:
  • Incursions
  • Blueprints that can be bought
  • Drop in Challenge Mode Missions
  • Dark Zone

Gear Score
  • After you reach level 30 you are measured by gear score / now you don´t see player level but the gear score
  • The gear score is calculated by the gear you are wearing and is based on the quality and item-level
  • Gear score is also included in matchmaking. Matchmaking will also include the items you have in the inventory.

Player Level Cap
Agent level is still capped at 30, but your gear score can boost your abilities beyond your level, and are touted as a new way of leveling up for top-level players.
 
Release date
April 12th 2016 - on all platforms.

•   Gear set equipment can be found by completing the most challenging activities in Manhattan
•   Collecting and wearing gear sets grant powerful stat bonuses and talents
 
Different Gear Sets:
•   “Tactician's Authority” – enhances electronics and support capabilities
•   “Striker's Battlegear” – provide bonuses for assault capabilities
•   “Sentry's Call” – enhances marksman capabilities
•   “Path of the Nomad” – provides bonuses for lone wanderers

Trading
•   Items dropped by enemies can be shared with other players
•   Trade items by dropping them as loot from your inventory, so players in your group can pick them up

•   These supply drops will be heavily sought after by other agents and enemy factions that roam the Dark Zone, so be ready for resistance

Gear Score
•   Every non-vanity gear piece that can be found when your agent is level 30 has a Gear Score value. The higher an item’s Gear Score, the stronger the item

Sooo.... Crafting being nerf'd up the ass.
so glad i crafted those 150+ vectors lol.

Div being removed from crafting recipes of some BP's - hmmm lets wait and see this one.

No more stacking Smart Cover.

PC drop rate up'd (will barley notice this is think).

iLvl 32 gear coming. interesting...

I recently played the game the way the dev wanted me too i guess and farmed DZ bosses for hours on end.
wasn't that boring had some fun (doing DZ 05-06 solo can be entertaining)
got about 5 HE's only one was semi useful (BM-AK47 which is what i was already using as a back up but this one rolled crit chance,crit dmge , and stability)

So its not "that" bad but man your gonna have to farm your ass off for gear if iLvl only drops from npc's than yeh its gonna a while b4 ppl are all decked out in ilvl 32 gear.

FYI dont go over 999 , its a waste the counter doesn't seem to go higher (i think items are there as it didnt drop from 999) but just to be sure.

Pretty much this.

Seems the majority of the changes made are to try and counter act players using exploits to farm or to cut down on the productivity of the farming because people are advancing and burning out too quickly.

Say what you will about The Division learning certain things from Destiny, but they've clearly not learnt that if people are using exploits to farm en-mass then it's because the actual farming the game properly isnt fun and / or rewarding enough.

Gear Set Talents revealed


Striker's Battlegear
  • Set bonus (2): +20% enemy armor damage.
  • Set bonus (3): +100% critical hit damage.
  • Set bonus (4): Talent: Shooter (every consecutive hit deals 1% more enemy damage. Stacks up to 100%. Missing shots drops bonus by 2% Bonus is reduced by 1% every second.

Path of the Nomad
  • Set bonus (2): +50% scavenging.
  • Set bonus (3): +20% health on kill.
  • Set bonus (4): Talent: Nomad: When receiving fatal damage, you are instead healed to full health. Can occur once every 10 minutes.

Tactician's Authority
  • Set bonus (2): +4000 skillpower.
  • Set bonus (3): +20% skill haste.
  • Set bonus (4): Talent: Tactician's Authority: Every 60k damage your group deals adds 1% skillpower to you for a max of 100% bonus. Bonus is reduced by 1% every second the group isn't dealing damage.

Sentry's Call
  • Set bonus (2): +30% headshot damage.
  • Set bonus (3): +20% damage to elites.
  • Set bonus (4): Talent: Stalker: Headshots mark the enemy, increasing the damage inflicted on the target by 15% for duration of 10 seconds each. A target can receive up to three marks.

It is also mentioned in an article that these are the new Gear sets coming with this patch, futher updates will add future gear sets.

Incoming patch April 21st

Here is the list of changes implemented during the maintenance of April 21:
Falcon Lost
  • The APC will now only take damage from C4
  • Characters will now be killed when going inside the spawn closet
Gameplay
  • Weapon mods added automatically to a newly crafted weapon can now be deconstructed properly
UI
  • Fixed an issue where items from the Reward Claim Vendor would be granted abnormally
  • PC: Fixed an issue where using ASCII code in in-game chat could lead to client crash

The servers will shut down for maintenance on Thursday, April 21 at 09:00 AM CEST / 03:00 AM EDT / 00:00 AM PDT / 5.00pm AEST
Estimated downtime is approximately 2 hours.

Estimated downtime is approximately 30 minutes.
 
  • Fixed a bug where players could revive others twice by holding the Revive key
  • Fixed a bug where Talent effects could be stacked by repeatedly switching the equipped weapon. This should also resolve the recent server instability that was due to the increased traffic generated by this bug.

Patch Notes - April 28th
 
  • Protection from Elites will now correctly reduce damage received from Elite enemies
  • Fixed a bug with Rehabilitated where the talent could remain active when used in combination with a tear gas grenade
  • Fixed an exploit where players could go through walls by using a ladder while the Jumping Jack emote is active
  • Falcon Lost: Players will no longer be able to shoot inside the incursion when they are standing outside of it

Hmmm...

1.2 New Features
There will be New Gear Sets and some of those will buff specific weapons (very vague)
Voip-indicator of the player is now in the UI, so you will know when you are broadcasting
Phoenix Credits cap will be 2000
Max Gear Score of the items will stay at 204 / 240
On the Inventory-Screen "Health" will be replaced with a new attribute "Toughness"
Toughness is the sum of Health / Stamina / Armor – it won't include attribute such as "Protection against Elite" etc, but it gives you a better understanding, if the new item gives you a buff or not.
 
1.2 Incursion
New incursion will have the same gear requirement as Falcon Lost
Will have a new name and not Broken Circle
Basically everything you see now on the map about the new incursion is placeholder
There is no thing as purple gear-sets (but there will be new sets)
 
1.2 Balancing Weapons
Metagame should move away from Vector / Aug / M1A because they are very easy to obtain right now.
1.2 will be a first step in the direction to move away from the known craftable weapons
In 1.2 the player will get more / better weapons, so they will also use the archetypes that are now not so popular ( also supported with the new gear-sets)
Weapons will not be directly touched in 1.2
They are re-balancing weapon talents like Brutal (bonus will be additive) / Balanced (mentioned last week)
They will be gathering a lot of data and after that, there will be a big balance of the weapons after 1.2 when they have a better understanding of the impact of the rebalanced talents and the new gear-sets
 
1.2 Balancing Sentry's Call
Sentry's Call is very OP right now in comparison to the other gear sets
After 1.2 the debuff-mark it will only be applied with semi-automatic weapons such as Pistol / Shotgun / Marksmen rifle
 
1.2 Balancing Performance Mods
Performance-Mods will be buffed to compensate the absence of a Character Attribute – the skill-buff will be a lot higher
 
1.2 Balancing Armor / Damage Mitigation
Armor Cap is increased
Damage Mitigation is increased to 75% (right now it is 65%) - this should compensate the higher damage that got available with the new gear.
But to get 75% Damage Mitigation you will have to sacrifice other stats.

Because it's too ironic to call something that will undoubtedly be broken, "Broken Circle" :troll:

Metagame should move away from Vector / Aug / M1A because they are very easy to obtain right now.
Weapons will not be directly touched in 1.2

Umm.. what... how does that even work... They want to move the meta away from the current AUG/Vector/M1A shitfest and yet wont touch weapons directly...

They wanna make new sets that buff specific weapons i guess...
but yeh the sad part is theres literally no point playing anymore. you guys that havent played in weeks will be in exactly the same position i am once 1.2 drops which isnt that bad but yeh really makes it hard to find a reason to keep on trucking.
Ive been a total douche to ppl in the DZ for the last week and racked up close to a mil DZ funds and 300+ keys but even thats boring now. and i am starting to feel bad hahaha killing some poor SOB and seeing him drop blues and purples...

i have hope that maybe all these changes will being new life to the game but the realist in me says its just a ploy to get ppl to grind again till the 1st DLC.

These are what these types of games are like though, Destiny was the same and I'm sure sooner or later I'll feel the same about Diablo. The grind to the next cap and wait for the next DLC is all there is, the key is making the game fun to play so the grind doesnt feel so grindy.. this is where the division failed..

I don't see how making new sets to buff (lets say, shotguns and LMG's given they're the least used) is going to change the Meta too drastically. People tend to stick with their crutches. In truth the most fun I had in the DZ before I gave up was when I was being stupid with my bright orange Super 90 shotgun :up: just because it was different and not the same old gun.
